Modo geral, aos Programas de Financiamento da União Europeia. podem candidatar-se praticamente todas as  instituições  (públicas, privadas, com ou sem fins lucrativos), dos 27 países da EU, Islândia, Listenstaine, Noruega  e Turquia.

Esta amplitude de potenciais beneficiários origina milhares de candidaturas anualmente, das quais apenas uma pequena percentagem tem acesso ao fundo orçamental disponível.

Não basta ter uma excelente ideia de projecto. É necessário que o trabalho que se pretende desenvolver se enquadre nas prioridades estabelecidas e que a candidatura seja construída e apresentada com um alto nível de qualidade.
